Alabama:
In Alabama, children, parents, caregivers, pregnant women, the elderly, and disabled residents qualify for Medicaid. However, the state of Alabama did not expand its program to cover low-income adults. Alaska:

Arizona:
Arizona recently expanded its Medicaid program to include low-income adults who do not qualify for any other state-run program. Currently, coverage is offered to pregnant women, children, caretakers/parents, disabled citizens, and the elderly. However, adults that are now included in the program must contribute 2% of their household income or $25, whichever is lower, to a health savings account to pay coinsurance for certain services. These premiums are deferrable for up to two months. However, it is specified that these copays cannot exceed 5% of the family’s income during a yearly quarter.

Arkansas:
Arkansas offers Medicaid coverage to children, parents, pregnant women, the elderly, the blind, and otherwise disabled citizens. Coverage has been expanded to include low-income adults. Previously, there were working requirements placed on the low-income adult group, that are now “on hold”. Previously, low-income adults on the Medicaid program were required to prove they had at least 80hrs a month of “work activity”. This activity could include working, job training, looking for a job, community service, volunteer work, schooling, etc. Enrollees would then report this activity each month and failing to report for three consecutive months resulted in an end to Medicaid coverage.
However, this proposal was blocked by a federal judge, resulting in coverage for all low-income adults; provided they meet the income requirements. However, low-income adults are still required to pay a premium equal to 2% of their household income. Arkansas Medicaid also provides access to a job referral program, however, enrollees are not required to participate in it.

Georgia:

Indiana:

Kentucky:
Kentucky recently expanded its Medicaid program to provide coverage to low-income adults, between the ages of 19-65. Medicaid in the state of Kentucky, also covers pregnant women, children, and parents/caretakers. Kentucky is currently devising a requirement low-income adults need to meet in order to qualify for Medicaid coverage. This requirement, if enacted to law, will require all low-income adults to complete at least 20 hours a week of work-related activities. These activities include working, job hunting, job training, volunteer work, schooling, etc. Pregnant women, children, and parents/caretakers will be exempt from this rule. Additionally, the state has proposed an alternative way to qualify for coverage; the enrollee can take financial or health literacy courses.
