Medicaid Overview By State

Eligibility for Medicaid coverage is based on modified adjusted gross income. In order to qualify for Medicaid coverage, you can not make more than a designated percentage of the Federal Poverty Level. For all states except for Hawaii and Alaska, the poverty lines are as follows:

Alabama

In Alabama, children, parents, caregivers, pregnant women, the elderly, and disabled residents qualify for Medicaid. However, the state of Alabama did not expand its program to cover low-income adults. In order for the elderly to qualify for Medicaid coverage, they must have less than $2,000 in resources (i.e. money in the bank, property with equity, etc).

Alaska:

Alaska Medicaid provides coverage to pregnant women, children, parents, the elderly, and the disabled. They recently expanded their coverage to include low-income adults between the ages of 19-64, however, these adults must not be eligible for other state insurance programs.

Arizona:

Arizona recently expanded its Medicaid program to include low-income adults who do not qualify for any other state-run program. Currently, coverage is offered to pregnant women, children, caretakers/parents, disabled citizens, and the elderly. However, adults that are now included in the program must contribute 2% of their household income or $25, whichever is lower, to a health savings account to pay coinsurance for certain services. These premiums are deferrable for up to two months. However, it is specified that these copays cannot exceed 5% of the family’s income during a yearly quarter.

Arkansas:

Arkansas offers Medicaid coverage to children, parents, pregnant women, the elderly, the blind, and otherwise disabled citizens. Coverage has been expanded to include low-income adults. Previously, there were working requirements placed on the low-income adult group, that are now “on hold”. Previously, low-income adults on the Medicaid program were required to prove they had at least 80hrs a month of “work activity”. This activity could include working, job training, looking for a job, community service, volunteer work, schooling, etc. Enrollees would then report this activity each month and failing to report for three consecutive months resulted in an end to Medicaid coverage.

However, this proposal was blocked by a federal judge, resulting in coverage for all low-income adults; provided they meet the income requirements. However, low-income adults are still required to pay a premium equal to 2% of their household income. Arkansas Medicaid also provides access to a job referral program, however, enrollees are not required to participate in it.

California:

Colorado:

Colorado Medicaid covers pregnant women, children, parents/caretakers, the elderly, and the disabled. Their program was recently expanded to include low-income adults who do not have dependent children. 

Some recipients of Colorado Medicaid must make small co-pays for specific services. For example, citizens may pay $2.00 for a primary care physician visit. However, pregnant women and children do not have to make such payments.

Connecticut:

Washington D.C.:

Florida:

Georgia:

Georgia Medicaid covers children, pregnant women, parents/caretakers, the elderly, the disabled, the blind, and those in need of nursing home care. However, Medicaid was not expanded to provide coverage for low-income adults.

The elderly, blind, and disabled citizens cannot exceed a monthly income of $317-$375 per month, and cannot have resources exceeding $2,000-$4,000 a month. However, if these enrollees receive Social Security income, the limits expand to $735-$1,103 per month, with resources limited to $2,000-$3,000 per month.

Indiana:

Indiana Medicare covers children, pregnant women, the elderly, the disabled, and low-income adults without child dependents. However, low-income adults must work, volunteer, or go to school for at least 20 hours per week for 8 of 12 months of the year. Pregnant women, parents/caretakers, adults over 59, and the “medically frail” do not have to meet this working requirement.

Furthermore, Indiana residents on the program must pay between $1-$20 a month into an HSA and cover co-pay costs for certain healthcare services. They must also file eligibility reconfirmation paperwork within 45 days of their policy/plan’s expiration date. Failing to do so, results in program restriction for three months.

Kansas:

Medicaid provided through the state of Kansas offers coverage to the elderly, the disabled, parents/caretakers, children, and pregnant women. Their program has not been expanded to cover low-income adults, as the proposition to do so was vetoed by the state governor in 2017.

Kentucky:

Kentucky recently expanded its Medicaid program to provide coverage to low-income adults, between the ages of 19-65. Medicaid in the state of Kentucky, also covers pregnant women, children, and parents/caretakers. Kentucky is currently devising a requirement low-income adults need to meet in order to qualify for Medicaid coverage. This requirement, if enacted to law, will require all low-income adults to complete at least 20 hours a week of work-related activities. These activities include working, job hunting, job training, volunteer work, schooling, etc. Pregnant women, children, and parents/caretakers will be exempt from this rule. Additionally, the state has proposed an alternative way to qualify for coverage; the enrollee can take financial or health literacy courses.

Louisiana:

Maine:

Massachusetts:

Michigan:

Minnesota:

Medicaid has been expanded in the state of Minnesota to include low-income adults. Furthermore, the state allows people who make over the limit to use a program called “spend down”. Spend down allows individuals to deduct certain expenses from their income. However, this program has income limits, and for parents, seniors, the blind, and disabled adults there are also asset limits.

Montana:

In Montana, the Medicaid program expanded to provide coverage for everyone who made up to 138% of the federal poverty level. South Dakota:

Utah:

Utah Medicaid offers coverage to pregnant women, parents/caretakers, the blind, the elderly, the disabled, children, those with breast or cervical cancer, refugees, and single adults who earn up to 5% of the federal poverty level if they are either homeless, involved in the justice system, or they need treatment for addiction or mental health issues. 

The state of Utah voted to expand its Medicaid program to cover all low-income adults, however, limitations and conditions associated with this expansion are yet to be determined, and as a result, the program has not yet expanded its coverage.

Wyoming:
